Preparing the Beef
1. Cut beef into thin slices and transfer to a mixing bowl.
2. Add the seasonings and mix.
3. Cover and let it marinate for 30 minutes.
Preparing the Rice Noodles
1. If using fresh rice noodles, loosen them up to prevent them from sticking together.
2. If using dried rice noodles, soak them in boiling water for 10 minutes until they are soft.
Cooking the Beef
1. Heat a wok until smoking, add 2 tbsp oil and wait for it to smoke again.
2. Add the marinated beef and fry until about 60% cooked with some pink visible.
3. Transfer out and set aside.
Cooking the Noodles
1. Add the remaining 1 tbsp of oil to the wok and add the rice noodles.
2. Stir using chopsticks to loosen them up, until they are lightly brown (about 30 seconds).
3. Add light soy sauce and dark soy sauce.
4. Stir until the noodles are all coated.
Final Steps
1. Add the veggies (green parts of scallions and bean sprouts), followed by the beef and chili oil if using.
2. Mix well and serve.
